- Step 2: Make the Crust - In a large mixing bowl, beat together the softened butter and brown sugar until creamy. Gradually add the all-purpose flour, oats, baking powder, and salt. Mix until crumbly, but don’t overwork it; you want the texture to remain slightly coarse.
- Step 3: Press the Crust into the Pan - Take about two-thirds of the crumb mixture and press it firmly into the bottom of your greased 9x9 inch baking pan.
- Step 4: Prepare the Lemon Filling - In a separate bowl, whisk together the sweetened condensed milk, lemon juice, and lemon zest until smooth. Pour this mixture over the crust in the pan.
